I am directed under instructions from the Secretary of State for the Colonies to inform you that he has given careful consideration to the representations in your petition of 24th September 1947.

In reply to your representations concerning expectation of an improvement in rank on appointment in Hong Kong, I am to remind you that it was to the ranks of the Inspectorate that you were appointed. It cannot be accepted that a definite undertaking of promotion to higher ranks was given, and in this respect, you are on a common basis with other members of the Inspectorate. You will be considered for promotions in the light of your service in your present posts.

In reply to your contention that your full previous service has not been taken into account when assessing the point of entry on the Hong Kong salary scale, I am to inform you, that the Secretary of State does not consider that a case has been made out for departing from the approved method of calculation, which was used in the assessmant of your initial salary, and accepted by you on appointment.

With regard to the question of the preservation of your Home pension rights, I am requested to state that further enquiries are being made of the Home Office as to whether it will be possible for you to be regarded as having been seconded from your Home Police Force for service in Hong Kong, with the right to be re-instated at the appropriate point in your original salary scale and without loss of seniority of romotion by reason of your secondment. I am however to warn you that there are likely to be difficulties in obtaining agreement to this proposal, and the enquiries will no doubt be protracted, since not only the Home Office, but a number of individual local authorities, is concerned. The Secretary of State will communicate further on this matter when he is in a position to do so.
